From Imperial City to Red Vienna

Abstrakt

The impact of the dissolution of the Austrian-Hungarian Empire on the living and working conditions of the Viennese Municipal Civil Clerks was different to the consequences of the Federal civil servants in many ways. Nevertheless, the changed position of Vienna in the newly founded Republic, pressing economical conditions and a fundamental shift in power relations in the municipal government reset the Viennese public administration. The article outlines changes and continuities between 1918 and 1920 regarding the following topics: changes in staff and personnel, reform of the municipal administration and constitution, questions regarding gender relations and national affiliations, attempts of democratization. Sources used for this article include a of publications, minutes of councils meetings as well as of the two major parties – Socialdemocratic Workers Party (SDAP) and Christian Social Party (CSP) – and archival documents. This (partly new) material allows a look also onto the lower group of municipal employees and offers therefore a new perspective on the immediate aftermath of the First World War.
